Why North Carolina Needs Ink Fingerprint Cards
North Carolina licensing boards run criminal background checks through the NC State Bureau of Investigation (SBI) and the FBI. Applicants inside North Carolina usually use electronic fingerprinting, but that system is not available in Oregon. Out-of-state applicants are asked to mail hard-copy fingerprint cards instead, usually the FBI’s FD-258.
Since February 2020 the NC SBI no longer provides blank FD-258 cards, so many applicants need a local provider that has cards on hand. We supply FD-258 cards, roll all ten prints, and check every field before you leave.

Can I get North Carolina fingerprints done in Oregon?
Yes. North Carolina’s electronic fingerprint system only works inside North Carolina, so out-of-state applicants submit ink fingerprints on FD-258 cards instead. How many fingerprint cards does North Carolina need?
It depends on the agency. The NC Board of Nursing, NC Medical Board, NC Board of Law Examiners and NC Board of Dietetics/Nutrition each ask out-of-state applicants for two hard-copy cards. Follow your agency’s instructions and ask us for a spare set.
Does North Carolina accept Live Scan from Oregon?
